Per-agent pricing, compounded
Suite pricing is per agent per month, so the cost of WhatsApp inside a helpdesk is a function of how many people work there rather than how much you send. Five agents is five times one. Add an AI assistant tier on top, which is also priced per agent, and the multiplier applies again. None of that is unreasonable for a full service desk — it is simply a different shape of bill from a channel tool, and the difference compounds annually.

Ticketing and messaging are different jobs
A helpdesk is built around a ticket: something arrives, gets assigned, gets resolved, gets measured. WhatsApp marketing is built around a template, a send window and a delivery report. You can do the second inside the first, but the fit is approximate — outbound campaigns in particular tend to sit awkwardly in a tool designed to close cases. If your WhatsApp use is genuinely support-only and the team already lives in Zendesk, that awkwardness may be worth the seat price. If you also want to run campaigns, it usually is not.
